Oliver Kask is an Estonian judge, president of the National Election Commission, and an expert on voting rights in Europe. His research focuses on constitutional law with an emphasis on electoral law, human rights, and administrative law.

He is a member of the Venice Commission of the Council of Europe, which serves as the advisory body for the Council of Europe on constitutional matters. Kask is president of the Venice Commission’s Council for Democratic Elections, which oversees the analysis of draft opinions and studies of the Venice Commission in the electoral field before their submission to the plenary session.
