About

This profile was current as of 2019, when he was part of the on-campus Kellogg community.

My name is Reyes Ruiz and I am from Mexico. I am a Ph.D. student in the Department of Economics. I received my Bachelor's degree in Applied Mathematics from the Instituto Tecnológico Autónomo de México(ITAM). Before starting my graduate studies at Notre Dame, I worked at the Mexican Ministry of Finance and Public Credit as Director of Financial Analysis of Subnational Governments (December 2012- July 2014).

I had the privilege to be a part of the analysis team behind the recent fiscal reforms approved in Mexico, particularly in the Law of Fiscal Coordination for Subnational Governments, which regulates the scheme of transfers from the Federal administration. I also contributed to the development of simple financial models to provide a general diagnose of subnationals with high levels of debt.

Previously, I was Senior Analyst for Evercore Mexico (2010-2012) in the division of Local Public Finance. Due to my experience and academic formation, I am interested in the interaction between different levels of government, for the best possible delivery of public services, as well as the efficient use and structure of public debt.

Besides studying, I love to spend time with my beautiful wife, Paula and running with Yoshi (our dog). Also, I’m an avid reader and gamer.
