About

Chang Liu is a Ph.D. student in Sociology at the University of Notre Dame and a Ph.D. Fellow at the Kellogg Institute for International Studies. Before coming to Notre Dame, Chang earned her BA and MA from Peking University. In China, she participated in several fieldworks on topics ranging from the informal resistance of farmers to the local officials' policy implementation. 

Chang is primarily interested in grassroots governance in China. Her MA work explores how can local government achieve the transition to a legitimized rule of law in an unfavorable environment where informal rules do not support it. Currently, she focuses on how could grassroots officials deal with the conflict between formal and informal rules.
