Scarlett Fisher, a member of the Class of ‘28 at the University of Notre Dame, studies Global Affairs and Arabic. Fisher is interested in international law, specifically in the areas of human rights, foreign policy, and immigration. She has a particular focus on developing nations and the Middle East. Fisher has engaged in research through her involvement in the Immigration and Financial Literacy project with Notre Dame's Student Policy Network (SPN), in which she researches policy solutions to address gaps in tax, credit, and savings education in Little Village, Chicago. Her previous SPN project, Mass Incarceration, examined national city budgets for alternative policing measures, with the findings contributing to the Criminalization vs. Care Report for the Social Movement Support Lab.

Fisher has developed her passion for human rights and law through teaching weekly citizenship classes as a Melsheimer Fellow, interning at Exodus Refugee Immigration, and in her role as an editor for The Global Ambassador, a student-run, Keough School-supported digital magazine that showcases undergraduate research and experiences in foreign affairs.

Through the Kellogg Developing Researchers Program, Fisher looks forward to exploring research opportunities that promote dialogue surrounding human rights and foreign policy.
