Matt Gallivan serves as the Staff Director for the Senate Health, Education, Labor, and Pensions (HELP) Committee under the leadership of Chairman Bill Cassidy, MD (R-LA). As Staff Director, Matt sets the strategy, oversees the operations, and negotiates legislation on behalf of the Chairman. In his role, he works directly with the 23 members of the Committee, Congressional leadership, and the Trump Administration, while managing a staff of nearly 40 people. 
 
Prior to joining the Committee, Matt founded Genesis Health Strategies, a boutique health policy and strategy firm that helps organizations of all sizes navigate a rapidly changing federal environment and develop innovative approaches to complex Medicare, Medicaid and Commercial Insurance issues.
 

Before founding Genesis, he served as Principal at Leavitt Partners, where he advised clients on health care regulatory, legislative, policy, and strategy needs. Prior to that, he worked as the Director of Federal Regulatory Affairs for 3M Health Information Systems, where he focused on Medicare and Medicaid payment, quality, and risk adjustment programs.

Previously, Matt served as Health Policy Director for Senator Bill Cassidy, where he oversaw the Senator’s Finance and HELP Committee priorities. In this role, he authored comprehensive health reform legislation included in President Trump’s budget, developed a groundbreaking commercial affordability platform, and guided the Senator’s price transparency working group, which released the first bipartisan legislation to address surprise medical bills. In 2017, Matt was named an Emerging Health Care Leader by Politico.

Matt began his career overseeing the Ways and Means health portfolio for Congressman Erik Paulsen. He is also a highly-regarded thought leader, having published several white papers, blog posts, and op-eds on various health policy topics. He holds his MBA from Johns Hopkins University and his BA from the University of Notre Dame.
