Bupe Lughano KabagheKellogg International Scholar alumna Bupe Lughano Kabaghe ‘24 has been elected to the Afrobarometer Board of Directors. She is also collaborating with the organization on a project focused on multilateralism.

Afrobarometer is a pan-African, nonpartisan survey research network that conducts public attitude surveys on democracy, governance, the economy, and society.

For Kabaghe, the appointment reflects what she describes as a “full-circle moment.” It was through Kellogg that she first encountered Afrobarometer, where she met its CEO, Joseph Asunka, at an institute event.

“We’ve stayed in touch since,” she said. “He has been an incredible source of support throughout this journey.”

As a student at Notre Dame, Kabaghe majored in political science and global affairs with a concentration in international development studies (IDS). In the summer of her junior year, she received a Kellogg/Kroc Undergraduate Research Grant to study women’s political representation in the Zambian National Assembly. Her fieldwork included interviews with more than a dozen female parliamentary leaders and other legislators, forming the basis for both her senior thesis and her IDS capstone project.

“Lughano exemplified how to make the most of the skill sets, resources, and connections the Kellogg Institute offers undergraduates,” said Associate Director Holly Rivers. “She seized opportunities, dug deeper, and enriched her entire educational experience in the process.”

Kabaghe recently earned an MSc in Global Governance and Diplomacy as a Weidenfeld-Hoffmann Trust Scholar at the University of Oxford. In the future, she hopes to advance sustainable change in Zambia, particularly through policies that expand women’s representation and strengthen youth education.

“I’m deeply grateful for the impact Kellogg and [Rivers] have had on my path,” she reflected.
