O’Connell holds an MIA (Master of International Affairs) with a concentration in international economic policy from Columbia University’s School of International and Public Affairs. A 1996 magna cum laude graduate of the University of Notre Dame, she majored in both government and Spanish and was the recipient of a Kellogg Institute fellowship.
